Have two cups of cooked basmati rice ready.
Slice sirloin, going against the grain, into 3 inch long and 1 inch wide strips. Season liberally with kosher salt and set aside.
In medium sized bowl, whisk together soy sauce, sambal oelek, rice vinegar, brown sugar and sesame oil. Set aside.
Heat a non-stick or cast iron skillet over high heat. Add one tablespoon vegetable or frying oil and sear the sirloin. Turning once to get both sides, about 1 minute each side, set aside.
Add remaining oil and broccoli, ginger and garlic to skillet over medium heat. Sauté for 3-4 minutes or until broccoli is tender and cooked.
Add beef back to the skillet with broccoli and toss with sauce. Stirring until everything is well coated, 1-2 minutes more. Continue to cook if sauce is too thin for additional minute.
Serve broccoli beef over rice. Salt to taste and add sesame seeds if desired.
